MiniClip have a large selection of flash and shockwave games content that you can add for free to your web site. There are currently 116 games that webmasters can download and use. Note that some of the games have relatively large .swf files - will use a lot of bandwidth and be slow to download for visitors with dial-up connections.

Each game comes in a zip file which contains the .swf or .dcr file, thumbnail images, and an HTML page with instructions of how to add it to a webpage.
